Job Summary Homeland Talent Solutions is partnering with a rapidly growing GovTech and defense technology organization to identify an experienced Program Manager/Senior Program Manager to support the expansion of large-scale federal software delivery programs. This is a highly visible opportunity for a Program Manager/Senior Program Manager who wants to play a strategic role supporting mission-critical Army and federal technology initiatives within a fast-paced, engineering-driven environment.
The Program Manager/Senior Program Manager will serve as a true business leader, overseeing multiple federal software delivery programs with annual budgets exceeding $10M. This role will partner closely with engineering leadership, software development teams, operations, finance, and customer stakeholders to ensure successful program execution, operational efficiency, and customer satisfaction.

This is not a heavily layered enterprise PM environment; the successful candidate will be comfortable taking ownership, solving problems independently, managing customer expectations, operating with urgency, and wearing multiple hats within a growing organization. Responsibilities
Lead multiple complex federal software delivery programs simultaneously within a fast-paced, mission-critical environment
Manage program scope, timelines, budgets, and customer deliverables to ensure successful project execution
Provide proactive customer communication and deliver executive-level program status updates
Partner closely with engineering and software development teams on deployment and implementation initiatives
Oversee financial forecasting, billing milestones, program margins, Estimates to Complete (ETCs), and Estimates at Completion (EACs)
Support the successful delivery of mission-critical Army and federal technology programs
Identify operational challenges and implement proactive problem-solving strategies to keep programs on track
Coordinate cross-functional teams and resources across engineering, operations, finance, and customer stakeholders
Build and maintain strong working relationships with internal leadership teams and external federal customers
Drive accountability, operational efficiency, and program performance across all assigned initiatives
Requirements
Active Secret Clearance or higher required
7–10+ years of Program Management experience within federal, defense, or government technology environments
Proven experience managing federal, DoD, or GovTech programs
Background supporting software delivery, systems integration, networking, IT infrastructure, or related technical programs
Experience overseeing programs with annual budgets exceeding $10M
Ability to thrive in high-accountability, fast-paced, and evolving environments
Strong executive-level communication, presentation, and customer relationship management skills
Self-starter with the ability to take ownership and drive initiatives independently
Military program experience strongly preferred
Technical knowledge in software development, networking, NetOps, telecommunications, or systems engineering is a plus
Additional Information Hybrid schedule for Atlanta-based candidates (2 days on site weekly)
Open to candidates currently residing in Northern Virginia/Northern Maryland areas near Aberdeen Proving Grounds
Up to 25% travel
Due to the nature of the work, U.S. Citizenship and an Active Secret Clearance are required.
